Holding two diplomas, one from Moscow Institute of Civil Engineering, and other from Moscow Academy of Finance, Khachaturov initially worked for BIN Bank, and then, he went on to serve for Slavneft, an oil company headed at the time by billionaire Mikhail Gutseriev.
During the period of 2001 to 2003, together with his partners, they paid over $60 million purchasing Rosgosstrakh, an insurance company, from the government, and seven years later, they bought the rest of the stake. Through the years, Khachaturov sided by his partners managed to transform the company into a powerhouse with $3.4 billion annual profit. Currently, Khachaturov is the Chairman of Rosgosstrakh, which is considered to be Russia's largest insurance company.
